Considering the rapid growth and advancement of technology nowadays, will phone in, lets say 15 years be equal as current pc in terms of capability to play games?

I think it's moving in that direction. There are a lot of games that are both pc/mobile compatible, but I think it is limited to the type of game. Also on phones the graphics/settings are toned down a ton to accommodate the performance difference. The thing is is that as phones get better, pcs will always be many many steps ahead.

PCs will always be on top, small things are always limited on their speed, but maybe in 15 years we will be in a matrix.

Don`t think so. The energy consumption rate would probably kill the batteries way to fast, and we are more or less on the limits in that regard. Maybe if there is a drastic development in energie storage technologie, but i`m unaware of anything in that regards at the moment.
