There are articles that explain the reason for the censorship and it's extremely stupid. Something about nudy bits and/or porn in general being banned to begin with, but with censorship suddenly everything's okay. I think they'll probably drop it at some point. There's the "carribean" companies making uncensored JAV videos, so that encourages it.

I think no. Let's be honest - which politician wants to be remembered as "that guy who made porn uncensored"? Fighting all the conservative groups for something that's not worth much political points.

And for the second question - also no. Let's see:
- Work culture is so bad, they have a specific term for literally working to death.
- Social anxiety is a huge thing, big enough that it's not unusual to see restaurants with individual booths, so people can eat without ever seeing or talking to another human (yes, not even the person serving them, just a pair of hands).
- Massive, overwhelming entertainment industry that cater to these people. Anime waifu culture is one aspect, but there's so much designed to appeal to that "cute girl/boyfriend" need. Who wants the hassle of a real life relationship when they can get all the best parts neatly packaged for them?
- Porn and sex toy industry. Again, catering to the people above. Japan has multi-floor sex toy shops. If a fella wants to get his nut off, which makes more sense - going out and trying to pick someone up (who knows how successful they'll be), or just slap down some cash and get the latest WankToy9000 that's guaranteed to give you orgasms within 30 seconds (reusable, too)? Go for a walk after dinner and get one, you can squeeze out 3 nuts and be in time for supper.

Compared to all that, pixels on genitals isn't going to make any meaningful impact on the lower sex drive, I think.

Japan has an insane culture - and it's all hidden under the surface. Sometimes I think the censorship adds to the 'illicit' nature of the material... they have to come up with creative ways to get around it, and often the content is more extreme because of it!

As BaseAppetites pointed out, there's a LOT at play here.

Japan is uniquely conservative compared to the Western world because there's none of the Christian-centric sex shaming, as such they aren't as hung up on who's having sex with who and when, but they do seem to be very hung up on the idea of people seeing the reality of it. I know they have their reasons for it but I remember thinking it wasn't something I personally agreed and promptly forgot it all.

I don't think the pixalisation of genitals has any effect on people's desire to have sex though. In fact, I'd suggest that would actually do the opposite and have people wanting to see what they were missing out on, although I'm basing that on absolutely nothing and I suspect neither position can be supported by any research because I think people who wanna have sex are gonna want to have sex whether there's visual stimulation or not.

I tend to agree with BA, it's a whole host of different things and this one probably has very little impact, if any.

One thing I hate about US porn is the tendency to concentrate solely on the genitals.  I hate scenes which are just half an hour of a zoomed in shot of a cock going in and out of a pussy, at least the pixelation forces JAV to avoid that.
